Specifications include, but are not limited to: General Plan/Community Planning/Specific Plans and Land Development Code Updates, comprehensive community plan updates, transit-oriented development (TOD) focused updates, minor community plan updates, plan implementation, monitoring, and amendments, housing policy and implementation, data tracking and analysis, historic resources, administering planning grants to further planning initiatives, and supporting citywide efforts to further the City of Villages smart growth strategy for growth and development. The Environment and Mobility Planning Division is responsible for the Multiple Species Conservation Program, Mobility Planning, Park Planning and CEQA Policy and Review. This Division provides policy guidance environmental review, as well as environmental review for plan updates, amendments and City projects and focuses on policy and project-level review for Mobility Planning, the Multiple Species Conservation Program and Park Planning. The Public Facilities Planning & Administration Division manages the impact fee programs associated with land development to fund community serving infrastructure.The Planning Department is responsible for long-range planning throughout the City. The Planning Department is responsible for updating community plans as well as conducting transportation-related and -targeted community planning efforts. The consultant's services will be made available to the entire Planning Department. However, it is anticipated that CPI will primarily use the consultant. To conduct planning work more efficiently, the consultant will be on-call and to be used on an as-needed basis.The planning consultant will support Planning Department staff on an as-needed basis in the areas of general planning, community planning, mobility planning, park planning, urban design, landscape architecture, graphic design, geographic information systems (GIS), meeting facilitation, outreach and engagement, environmental analysis, economic analysis, data tracking and analysis, historic analysis, traffic analysis and civil engineering expertise. Services will include providing technical assistance to staff for community plan updates and targeted planning studies. In this capacity, the planning consultant could perform tasks in one or more related multiple areas. The team should include subconsultants, as needed, to address all the aspects of the project scope including community plan updates, targeted planning studies, and other planning related projects as determined by the Planning Department.
