In contemplation of property disposition, the County of Alameda is seeking proposals from qualified firms to evaluate and prepare a comprehensive report on the highest and best use and potential development opportunities, for County-owned property located at 6775, 7001, and 7195 Oakport Street in Oakland, collectively referred to as the “Arena Center.” The scope of work includes four presentations to County leadership, including but not limited to presentations for department heads and committees of the Board of Supervisors. The consultant would: Identify the highest and best use; Assuming that use, determine the fair market value; Estimate the economic benefits to the County of such a use; Evaluate and potentially identify the availability of disposition partners, taking into consideration the County’s specific and limited pathways for property disposition, discussed below the specific requirements. Evaluate feasibility and potential economic benefits of alternative development projects or outcomes at Arena Center; Recommend one or more potential approaches to disposition and/or development partnerships; Conduct one or more meetings with stakeholders regarding one or more development proposals.
