The County Library seeks to prequalify and select professional architectural firms to perform a variety of tasks including but not limited to of the following: 1. Programming – Development or refinement of proposed space programs, facility modernization programs or energy conservation programs. Programs may seek to address functional and spatial requirements, circulation and adjacencies, special equipment, facility and system condition or energy consumption and savings. Program criteria may consider ADA, egress, fire life safety and other building code requirements, project cost and potential operational savings and shall address the flexibility needed to accommodate the program goals and funding resources. Work may include assisting the Library in preparing for and presenting information to the library stakeholders and the Board of Supervisor in public meetings related to projects. 2. Site Planning – Development or refinement of proposed site layouts. Site Plans may include, but not be limited to, building configurations and massing, parking layouts, landscaping and irrigation, drainage systems, site amenities and utility coordination, including compliance with Low Impact Development (LID) and other storm water requirements. 3. Development of Schematic, Design Development, Permit Submittal, Construction Documents and As-Built Drawings to be submitted in both hard copy and digital format. The selected firms shall be required to provide permit submittal drawings and proactively respond to plan check comments to ensure permit approvals in a timely manner; and to prepare construction documents sufficient to provide the level of detail necessary to communicate the project intent and constructability to obtain competitive bids through the public agency procurement process.
