A. Acceptance of Animals. Proposers should accept all animals on behalf of the City of Westminster (including the contract city of Stanton) that are brought in by Westminster Animal Control Officers and citizens. This includes live strays, deceased animals for disposal, and owner-releases for adoption or euthanasia. Proposers should include backup plans to allow the Proposer to accept animals even when their shelter is otherwise full due to unforeseen circumstances. Proposers should also ensure that proper housing and food are available for all animals accepted. If an accepted animal requires food and/or supplies that are not regularly stocked at the shelter, a reasonable effort should be made to obtain said food and/or supplies on an as-needed basis. B. Other Animals. Proposers should ensure that the shelter accept all animals including exotic animals, birds and livestock. C. Drop-Off Procedures. Proposers shall establish a procedure whereby animals may be delivered to the shelter. The procedure shall provide Animal Control Officers with flexibility in drop off times for animals. Westminster Police Department staff must be able to access the shelter portion of the facility 24 hours per day. Additionally, refrigeration/freezer access must be provided to the Westminster Police Department for the storage of deceased animals 24 hours a day. D. Impoundment Procedures. All animals shall be held a minimum of four (4) days not including the day of impoundment. If an animal bears identification, said animal shall be held for a minimum of ten (10) days. Impounded animals shall receive current vaccinations (DHLPP and Bordetella for dogs, FVRCPC for cats) before being housed with other shelter animals. E. Facility Requirements. The shelter shall have an adequate number of dog kennels and cat cages. The shelter shall also have an adequate number of isolation facilities for quarantined animals and animals being held for investigation. The shelter shall have access to large animal housing. The animal shelter shall be maintained in a clean and sanitary condition. The kennel shall comply with the standards set forth in the U.S. Humane Society’s Uniform Standards Guidelines (HSUS) for the operation of the animal shelter. The Westminster Animal Control staff reserves the right to enter and inspect the premises during regular business hours for the purpose of inspecting the facilities for the conditions mentioned above.
