DUE TO THE URGENT/IMMEDIATE NEED THERE IS A QUICK TURNAROUND RESPONSE
The Federal Emergency Management Agency (FEMA) has an urgent requirement for American Sign Language services in support of disaster relief operations for DR4683-CA Winter Storms. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number for this is 70FBR923Q00000008 and needs to be referenced on all quotation documentation submitted in response to this solicitation. The Request for Quotations is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Part 15. The incorporated provisions and clauses within this solicitation document are those in effect through Federal Acquisition Circular (FAC 2023-01), effective December 30, 2022.
This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 541930 – Translation and Interpretation Services with a small business size standard of $20.0. The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement for American Sign Language services and the following wage determination shall be applicable to the resulting purchase order: Wage Determination No.: 2015-5631 (Rev.-18).
The Department of Homeland Security, Federal Emergency Management Agency (FEMA) requires the contractor to provide all staffing and services regarding sign language assistance in support of DR4683.
The Government intends to award a single fixed priced labor hour purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The following factors are listed below in descending order of importance and shall be used to evaluate offers:

- Technical Capability of the items offered to meet the Government requirements
- Price - The contractor shall complete the pricing chart regarding the requested services outlined in the statement of work.
- Delivery Schedule - The contractor shall propose availability for sign language services in accordance with the requirements outlined in the statement of work.
- Past Performance - The contractor shall provide 3 references which demonstrates work similar in size, scope, and complexity to this requirement.
This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
Instructions for Submitting Contractor Assurance Information (See Attachment) The offeror shall submit information supporting this certification to the CO at the time quotes are due. This submission will only be reviewed by the CO in making a determination of responsibility. This information will not be reviewed as part of a technical evaluation and will not count against page limits for technical quotes.
