Under its Affordable Housing Incubator, funded by SCAG’s SRP 2.0 Program, the San Gabriel Valley Council of Governments (SGVCOG) is seeking technical assistance to develop an Infill Workforce Housing Program (Program) on behalf of the City of Alhambra (City). This project will address Program 11 of the Alhambra 2021-2029 Housing Element, included in Appendix A, with the goal of preserving and producing housing for moderate income households, a population that is facing increasing susceptibility to displacement due to economic and market pressures. For the purpose of this project, moderate-income households are defined as those earning between 60%-120% of the Area Median Income (AMI). This project falls under the discipline of Financial Analysis and Technical Support for Development and Acquisition. To develop the Program, the Consultant will work with the City to create a proposal for a Workforce Housing Program for areas meeting the REAP 2.0 Program definition for Infill that may include coordination with major employers to create Employer Assisted Housing, identification of financial resources specific to workforce housing, or other incentives and actions to preserve and produce workforce housing. This Program should aim to mitigate displacement risk for Alhambra’s middle-income workforce, including teachers, public health and safety workers, and other essential middle-income occupations. To accomplish this, the Consultant will conduct outreach and engagement in accordance with REAP 2.0 targeted equitable outreach requirements; identify financial resources, major employers to partner with for Employer Assisted Housing, incentives and actions to produce workforce housing, and sites within the City; and provide recommendations for implementation of a workforce housing plan. The result will be an implementable Adopted Workforce Housing Program by the City of Alhambra that aims to directly develop or preserve middle-income units, establish partnerships with employers and developers, and utilize financial resources and incentives for workforce housing through actionable policy recommendations. In line with the objectives of REAP 2.0, the Program must accelerate infill development, with all resulting housing units meeting the SCAG Infill definition by being close to existing transportation, resources, and employment opportunities, therefore facilitating a reduction in Vehicle Miles Traveled (VMT).
