Specifications include, but are not limited to: 1. Services/Expectations a. Pro forma analysis of multi-family affordable housing projects funded with but not limited to HOME, Neighborhood Stabilization Program, Mortgage Revenue Bonds, Mental Health Services Act Funds Low-Income Housing Tax Credits and New Market Tax Credits. b. Pro forma analysis of new development projects. c. Access to market data on construction, developer fees, financing carrying costs, lease-up costs as a percentage of the overall project, resident services programs, and any other factors in which regional data is available to ensure that the Cityfunded developments are competitive. d. Recommendations on the level of City financial participation in affordable housing developments. e. Assist the City in administering a New Market Tax Credit program, analyzing/advising on the structure of New Market Tax Credit transactions for affordable housing projects, infrastructure, public facilities, and targeted business investment. f. Transactional financial advisory services for implementation of developer proposals as requested. g. Other housing finance and real estate consulting services, as requested. h. Assist with cost and risk analysis of various financing structures and strategies. i. Advice on financing structure and transaction timing. j. Advise staff in evaluating and comparing responses to RFPs for potential development of affordable housing projects. k. Written selection of project recommendations l. Evaluation criteria, process, and forms/documentation. m. Attending City public meetings if requested. n. Assistance in structuring financing for affordable housing projects including rentals and mixed-use development which will best leverage the sources of City funding.
