The City of Hayward is seeking proposals from qualified consulting firms or individuals to develop comprehensive Policy and Procedure Guidelines for the City’s Affordable Housing Ordinance. The consultant will review the existing ordinance and provide clear, actionable guidelines to ensure its effective implementation. Project Goals:The City seeks to develop Policy and Procedure Guidelines for the implementation of the AHO with the following goals: i. Providing a clear and understandable outline of the requirements. ii. Educating developers on the requirements and obligations for each compliance method. iii. Outlining the compliance process/workflow to ensure that developers comprehend the totality of all requirements; and iv. Articulating a plan for the administration, implementation, and enforcement of the AHO to incorporate city policies that are not addressed in the AHO.
