Specifications include, but are not limited to: Task 1: Program Strategy Development and Implementation The consultant shall organize, attend, and lead a program kick-off meeting with the City to discuss procedures, program expectations, and administrative items such as invoicing and reporting. The consultant shall work closely with the City to create a program work plan that includes strategies, approaches, and implementation methodology to successfully reach the target audience and achieve the program goals. Ongoing program coordination and progress reporting are also expected. Task 2: Stakeholder Outreach The consultant shall coordinate with entities conducting existing ACP outreach in Los Angeles County and identify strategic partners to engage in targeted outreach. The consultant shall establish collaboration agreements with partners and develop a prioritized list of local agencies, community-based organizations (“CBOs), and other partners based on an established methodology. Task 3: Community Based Organization Grantees The consultant shall identify and secure Community Based Organizations with experience in conducting community outreach and enrollment events related to addressing the digital divide. The consultant shall manage and coordinate program activities, set milestones, and provide necessary training and support to ensure the grantees meet the program requirements. Task 4: ACP Application Portal The consultant shall work with the City to create an ACP landing page within the City website that simplifies the enrollment process and provides a secure way for residents to apply for the program. The landing page should be designed to accommodate multiple languages, particularly English and Spanish.
