4. Aerial Inspection and Assessment a. The Contractor will furnish one (1) fully-functional, maintained, and fueled helicopter to provide aerial inspection and assessment at various locations within the jurisdiction of the San Joaquin Field Division. b. The Contractor is to supply the helicopter, pilot, and will supply ground-to-air radio communication devices to ensure timely ground-to-air instructions for the pilot. There will be at least one person on the ground assisting and guiding the pilot when necessary. The Contractor must be available no later than 24 hours after notification of service request, and 12 hours after notification during a deemed emergency. c. Normal conditions can allow DWR to give notice approximately five (5) working days in advance; however, emergency situations will require a response within 12 hours. d. The Contractor will provide proof of a valid Federal Aviation Administration Certificate, Part 133 and Part 135, Federal Aviation Regulation Part 137 for the duration of this Agreement within ten (10) days of award of contract. All operating requirements by DWR or various counties involved must be met. e. The Contract Manager can be reached between the hours of 7:00 a.m. and 3:30 p.m., Monday through Friday, except for State holidays. 5. Charter Helicopter Service a. On an as-needed basis, the Contractor will provide the Department of Water Resources with helicopters, equipment, personnel, and facilities necessary to perform transportation of passengers and equipment/supplies into environmentally sensitive areas, and reconnaissance missions. b. DWR anticipates the need for several different types of helicopters, depending on the number of passengers, load, equipment, and terrain, among other factors. No minimum guarantee of number of hours or actual flying time for each helicopter is implied in this Agreemet.
