The City anticipates entering into a contract with a single prime consultant who will lead a team of consultants/sub-consultants to provide a range of services for the establishment of an advertising district/program through the strategic use of and by capitalizing Cityowned lands, including but not limited to buildings, lands, and rights-of-way. The Project is anticipated to result in the erection and installation of a variety of advertising structures, including but not limited to marquee, free-standing, wall, and roof signage. While this is the City's preferred approach, alternative proposals that may offer greater benefits to the City are also welcomed. However, all proposals must meet the requirements outlined below to be considered. Specifically, the Awarded Consultant will have the following basic responsibilities: A. Inventory, Site Selection, and Design Services: An experienced design firm will identify locations on City assets such as the convention center, city parking structures, libraries, park buildings and facilities, and other City facilities, as well as City right-of-way that would provide optimal advertising locations from both a design and revenue perspective. Awarded Consultant will design the advertising district/program to blend with the existing built environment harmoniously and contribute to the overall urban aesthetics. Awarded Consultant will provide sample renderings and specifications for these identified locations in cooperation with City staff and other members of the team. B. Community Outreach and Engagement Services: An experienced firm will collaborate with City staff to develop and implement strategic community engagement plans. These efforts will align the project with the local culture and political dynamics and take into account the public values and opinions. C. Market Analysis, Benchmarking, and Revenue Estimating Services: An experienced firm will independently assess market conditions, analyze industry trends, and evaluate comparable leasing models to establish competitive pricing and revenue expectations. Awarded Consultant will estimate potential lease revenue for identified locations and collaborate with the designer to maximize financial returns. By comparing proposed lease sites with similar public and private sector models, the Awarded Consultant will develop effective pricing strategies and tenant attraction methods. Additionally, Awarded Consultant will identify best practices from other municipalities and commercial property operators, providing case studies of successful leasing programs to inform the City’s approach. These insights, based on current industry data, will support the City in site selection, lease negotiations, and future transactions. D. Regulatory Compliance and Code Revision Services: An experienced firm will assist the City in identifying and drafting any necessary changes to its Municipal Code (including Zoning), policies and procedures to effectuate the advertising program. The City seeks to limit any potential legal- and process-related challenges to the program, to protect and retain its approach to signage and billboards on private property and prevent any conflict with its existing progressive and highly successful 2014 billboard regulations. The code changes are desired to contain enforceable standards and minimize ambiguity while providing reasonable flexibility in the application of the potential code language. Further, the code change effort will pivot on minimization of impacts, including public and traffic safety and lighting pollution to residential areas.
