1. Medi-Cal Billing, Clinical and Quality Assurance Requirements To implement these services successfully, providers shall demonstrate and have the capability to conduct all of the activities listed above. Bidders agree by submittal of proposal(s) that they will comply with all of the following if awarded a contract(s): • Independently adhere to all Medi-Cal documentation standards, including, but not limited to, Assessments, Treatment Plans and Progress Notes that are in compliance with Medi-Cal standards as set forth by Federal and State regulation, as well as the policies set forth by HHSA-BH. • Provide Contractor staff scope of practice training, documentation training, and internal quality assurance audits on a regular basis in order to appropriately and successfully bill to Medi-Cal, and maintain compliance with DHCS standards for service provision. • Obtain and maintain a valid fire clearance from the local fire department for the program site address OR obtain a copy of the current and valid fire clearance from the program location’s property manager/owner. Upon expiration of a fire clearance, contractor shall send a copy of a new fire clearance certificate to HHSA-BH Provider Services Coordinator. • Meet minimum requirements for a program site as set forth in CCR, Title 9, Section 1810.435. All contracted program sites must be certified in accordance with the DHCS Mental Health Medi-Cal Program Site Certification Protocol. Contractors are responsible for preparing all materials required for a Medi-Cal Program Site Certification and obtaining certification from their county of residence. • Submit performance data according to an established monthly, quarterly or annual schedule, and/or upon request. 2. Credentialing, Re-credentialing and Continuous Monitoring of Licenses Contractor shall be responsible for verifying the credentials and licensing of their staff and employees as contained in HHSA-BH, state, and federal requirements. Contractor shall be responsible for submitting required credential verification documentation to County for its staff. 3. Understanding of and Experience with Priority Population Needs The priority population for this program includes adults and older adults over the age of 18 years who meet medical necessity criteria. Successful Bidders will demonstrate knowledge, experience and understanding of the needs, risks, challenges and opportunities faced by this priority population. Bidders should present past strategies in addressing barriers faced by clients and demonstrate experience in effectively implementing programs that promote positive client outcomes. Successful Bidders will also demonstrate that they can be flexible with service delivery administration as families operate under pandemic and/or natural disaster circumstances.
