The County of Fresno on behalf of the Department of Behavioral Health (DBH) is requesting proposals from qualified vendors to provide Adolescent Psychiatric Health Facility (PHF) services. The proposed Adolescent PHF will be a 16-bed facility licensed by the State of California, Department of Health Care Services (DHCS) and meet other local licensing/facility regulations. As a traditional PHF authorized pursuant to California Welfare and Institutions Code (WIC) Section 4080 et. al. and Title 22, Division 5, Chapter 9 et.al. of the California Code of Regulations (CCR), and certified to serve Medi-Cal-eligible adolescents through the Fresno County Mental Health Plan (FCMPH), admission priority will be given to Fresno County residents. The selected bidder will contract with other County Mental Health Plans as well as other healthcare organizations in order to maintain an optimal daily census and must be willing to coordinate with multiple placing counties and organizations. This facility will be designated by the County and approved by DHCS pursuant to WIC Section 5150 and comply with the treatment requirements and regulations specified in CCR Title 22, Division 5 and WIC Sections 5008 and 5150 et. seq. Mental Health Services Act (MHSA) With the passage of Proposition 1, the MHSA will be transformed into the Behavioral Health Services Act (BHSA). BHSA will go into effect July 1, 2026. BHSA shall impact non-BHSA funded services as well. BHSA expands the outcomes and reporting requirements for all county operated and funded services. Selected bidder can anticipate changes to outcomes and reporting requirements per direction of the State that have not been made available at the time of the development of this RFP.
