Specifications include, but are not limited to: The County of Santa Barbara Department of Social Services (DSS) is soliciting bids from organizations that are able to manage the Access to Technology (ATT) Program. DSS needs the information requested in this ITB to assess the vendors capable to provide these services and associated costs. The ATT Program is a pilot program designed to expand digital access and literacy for older adults and adults with disabilities by providing digital devices, assisting with broadband access and internet connectivity, and offering digital literacy education and support to help reduce isolation, increase connections, and enhance self-confidence. Allowable uses of funds awarded to grantees through this program include, but are not limited to the following: Conducting outreach to generate interest, identify areas of need, and engage older adults and adults with disabilities in the ATT program . Assessing individual/family needs . Purchasing and providing technology for older adults and adults with disabilities which may include, but is not limited to, laptops, tablets, and smartphones, routers and modems. . Arranging for reliable internet access (via service plans) and promoting the Affordable Connectivity Program. Developing curriculum or arranging for digital literacy education, training, and coaching for older adults and adults with disabilities, including cyber security measures. Providing training for staff or volunteers who will promote digital literacy for older adults and adults with disabilities through education, coaching, and technical support . Administration of the program, including data collection and reporting (not to exceed 10% of the total grant award). Contractor shall collect and maintain programmatic data for reporting (e.g., number of clients served, type and number of devices and equipment purchased), services being provided (e.g., internet data plans and digital literacy training), and other forms of programmatic data. Contractor must submit a final report within 30 calendar days following the end of the award program period and no later than October 30, 2024. This should include aggregated programmatic data, performance measure outcomes, client satisfaction surveys, a narrative of lessons learned, and success stories.
