The selected consultant will support the City in completing a comprehensive Risk and Resilience Assessment (RRA), building upon the City's existing RRA completed in 2020, as well as other related emergency planning efforts currently in progress. The scope includes identifying and reassessing vulnerabilities, conducting additional analyses, and developing updated mitigation and resiliency strategies in collaboration with utility management, operations, maintenance, IT, and emergency response personnel. The work must align with applicable AWWA guidelines (J100-10, G430-14, G440-17, and G300) and include site visits as needed. The consultant must provide adequate staffing to ensure the City meets the EPA’s compliance deadline of December 31, 2025. Innovative or advanced methodologies not explicitly outlined in this IRFP are encouraged and may be proposed as optional, separately priced items.
