The Bureau of Engineering (BOE), Street Improvement Division (SID) intends to utilize the services of a consulting firm (Consultant) for design and engineering support services for the ATP Cycle 6: SRTS Center City Schools Neighborhood Safety & Climate Resilience Project (Project), which was adopted by the City of Los Angeles (City) Council (Council File No. 14- 0499-S6). The Project provides safety improvements through pedestrian safety and speedreduction improvements, transforming one of the most disadvantaged areas in the City. It is grant-funded by the ATP Cycle 6. Aspects of the Project include improvements to enhance the walking experience for students, such as accessible pedestrian signals (APS), pedestrian-centric signal modifications, pedestrian-activated flashing beacons, bike paths, bike lanes (Class II, Class III, and Class IV), sidewalks, curb extensions, ramps, speed humps, traffic control signage, center median, pedestrian plaza, pedestrian refuge islands, roundabouts, traffic circles, shade trees, and relocation of utilities obstructing the sidewalk. The ultimate goal of the Project is to implement a traffic-calming SRTS plan that will create low-stress pedestrian and bicycle linkages along streets serving the 1.5-square-mile area surrounding 21 schools in Center City Neighborhood, which are situated in the Mobility Plan 2035.
