2.1. The contents of each kit shall be contained in a plastic bag that fits the following requirements: 2.1.1. Must be a clear plastic bag with a size not to exceed 5” x 8” to 5” x 10”; 2.1.2. Minimum two mil, Commercial weight size; 2.1.3. Heat-sealed bag (no zip-lock packaging allowed); 2.2. Each Hygiene Kit shall contain the following products: 2.2.1. One (1) Toothbrush, adult, short handle, 4” overall length. 2.2.2. One (1) Toothpaste, fluoride, small range .5 oz. to .85 oz. plastic tube. 2.2.3. One (1) Comb, small, plastic, 5” black. 2.2.4. One (1) Shampoo/Body wash combination, 2.0 to 3.0 oz. 2.2.5. Two (2) Soap, anti-bacterial, individually wrapped bars, size range .5 oz. to .75 oz. 2.3. Contractor shall guarantee that the product will be free of manufacturer defects. 2.4. During the term of the award, the County must approve any substitution from the initial sample in writing in advance of substitution. In no event shall the supplier be permitted to increase prices on the basis of substituted item(s). The quality of all items shall remain the same or higher with the same awarded price throughout the contract. 2.5. In the case of an item being out of stock, the vendor shall be required to have an equivalent replacement available until the regular item is back in stock. If an item is discontinued, a permanent equivalent replacement shall be required. 2.6. All replacement items shall require the Contracting Officer Representative's approval in writing before being included in the welfare kits. Non-approved items shall not be included without the Contracting Officer Representative's approval. 2.7. Hygiene Kits shall not be packed in excess of 150 kits per case. 2.8. All boxes shall be palletized and strapped down. Each pallet shall be stackable to no more than five high. 2.9. Each pallet must be labeled with the following information: 2.9.1. Name and address of contractor; San Diego County PO#; Corresponding Release #; Item Description; Addressee name and address; 2.10. San Diego County penal statute requires that no packaging can be provided in glass or metal containers.
