The County of San Diego (County), Department of Public Works, Transportation Division/ Roads Division I (DPW Roads) is seeking quotes from vendors to provide Fastphalt Primepatch or heatless tack oil equivalent on an as-needed basis to use in making permanent repairs to asphalt and concrete road surfaces. 1.3.1. Product shall not require heat; 1.3.2. Product shall be compatible with all road patch mixes; 1.3.3. Product shall be all-season material; freeze protection is needed during storage; 1.3.4. Product shall be liquid stable and shall not gum or become viscous, clogging equipment; 1.3.5. Product shall seal patches from winter infiltration eliminating patch failures; 1.3.6. Product shall be NSF/ANSI 61 certified to comply with drinking water materials; 1.3.7. Product shall eliminate any environmental concerns from runoff into rivers and lakes; 1.3.8. Product shall be supplied in 275-gallon totes.
