Conduct a study on the casino markets in the State of Iowa. The study will focus on identifying underserved and currently served, but underperforming markets. The study will include the counties of Webster, Wapello, Franklin and Tama, whether or not they are deemed to be underserved markets, as these counties have expressed interest in a casino having passed referenda approving casino gambling. 3.2 Specific Requirements The study shall include, but not be limited to the following: * Projected admission and adjusted gross revenue of: o Potential casinos in Wapello, Webster, Franklin, and Tama counties o Potential casinos in other markets identified as under served or under performing locations * Distinguish among markets that will support a minimum capital investment of $50M; $75M and $100+M
