Specifications include, but are not limited to: Deal Structure: The County will ground lease the Project Site to a development entity at the discretion of the County. The County is not prescribing a particular financing structure or development entity type. Any agreements executed between the County and the selected Proposer is expected to transfer all revenue risk to the Proposer. See Section 4.4 (Ground Lease Expectations) for additional information on ground lease expectations. 4.1.2 Residential: Create 100% affordable housing units across the Project Site for lower income households.
