Task 1: Develop a best practice framework to manage complex federal, state, regional, and local regulations governing affordable housing development and operations The selected Consultant Team will have an introductory meeting with key City staff to discuss the desired outcomes of the work that will be completed and the data points that the City would request as part of the process. The Consultant Team will work with City staff and review the specific recommendations from a report prepared by MRG (attached) to ensure that the outcomes address recommendations that were provided after an assessment of a past developer initiated affordable housing project requesting City funding assistance. The primary goal of this task is to (1) gain an understanding of the current landscape of funding and other regulations at the federal, state, regional, and local level that govern affordable housing projects which include public funding; and (2) develop processes and strategies to provide the best practices for future City affordable housing projects involving any form of public funding or ownership. Task 2: Create Outlines for Timelines, Submittal Requirements, Review Guidelines and Process for Review of Different Types of Proposals and Service Implementation Prepare suggested outlines for timelines, submittal requirements, review guidelines, process and other parameters for review of various types of affordable projects, e.g. developer-initiated projects requesting funding assistance, City initiated projects seeking developers. There are a series of supportive services that also may be included in affordable housing projects. The purpose of this task is to establish a process including a suggested timetable for vetting developer proposed or RFP sought operators, service providers and/or vendors to ensure the selection and vetting of operators, service providers or vendors do not delay the opening of the housing project or negatively impact service delivery. Both the timeline and process for evaluating these services and /or service providers to ensure a smooth process from construction to operation is critical. Task 3: Plan for Coordination with Continuum of Care and Coordinated Entry Systems Develop a list of parameters and tasks needed to initiate coordination with the local Continuum of Care or other Coordinated Entry entities to assist with tenanting and coordination of services. Task 4: Affordable Housing Financing The Consultant Team will provide a matrix of Federal, State, Regional, Local, and private sources of existing and potential affordable housing funds that can be utilized for either capital projects or direct services. Recommendations on which opportunities are best leveraged together will be helpful. Task 5: Process and Criteria for Selection of Affordable Housing Developers The Consultant Team will provide criteria to develop a competitive Request for Qualifications ("RFQ") process to identify and establish a non-binding pre-qualified list of affordable housing developers that can potentially collaborate on high-quality, cost-effective affordable housing projects. The City of Vallejo would like to be able to seek out affordable housing developers for City-initiated projects if that approach serves the needs and best interests of the City. The Consultant Team will prepare a suggested RFQ/RFP template to seek developers for any such City Initiated Projects.
