Specifications include, but are not limited to: The County on behalf of the Sheriff’s Office is seeking proposals from interested and qualified Proposers to provide comprehensive medical and mental health care services for inmates held and housed at the Kern County Sheriff’s Office Lerdo Pre-Trial Facility, Admission, Evaluation and Stabilization (AES) Center. The selected proposer must meet all the requirements and expectations listed, as well as all the general contractual requirements mandated by the County. Proposals must include coverage for all medical care, psychiatric and psychological services, administration and personnel management. All aspects of the proposed services must conform with applicable standards and guidelines of Title 15, National Commission on Correctional Health Care (NCCHC), and all other applicable laws, regulations, codes and guidelines relating to health care services and programs in adult detention facilities in the State of California. The selected Contractor must demonstrate the ability to comply with DSH Jail Based Competency Treatment Program Policy and Procedure Manual, National Commission on Correctional Health Care (NCCHC) Subsidiary of the California Medical Association, and Accreditation Standards for Adult Detention Facilities. The following is a general list of the desired outcome(s) that are essential to be achieved as a result of this request to provide Medical and Mental Health Services for Admission, Evaluation and Stabilization Center services within Kern County. Prospective Contractor shall supply, at a minimum of proposed staffing model to accomplish the goals and objectives set forth in this request. Proposals must indicate, and will be evaluated on, a prospective Contractor’s ability to meet the requirements detailed herein. Any services offered above and beyond these requirements may be considered by the evaluation committee and should be included in the proposals of prospective Contractors. Prospective Contractors are urged to fully describe all services they are prepared to offer including and beyond the requirements listed below. These points are the minimum requirements you must have: A. To select a single Contractor who can provide quality healthcare and comprehensive medical and mental health care services that can be audited against National Commission on Correctional Health Care (NCCHC) standards and Title 15 Code of Regulations to all patient-inmates admitted to the Kern AES Center. B. Conduct an assessment and triage of incompetent to stand trial (“IST”) patient-inmates to determine which can be quickly restored to competency, which are malingering and which require transfer to the state hospital. C. Ensure that patient-inmates obtain the right treatment in the most cost effective way. D. Reduce wait times for state hospital transfers by establishing a rapid stabilization pathway. E. Provide focused attention and intensive medication management to IST (incompetent to stand trial) patient-inmates. F. Provide a structured program orientation, competency related psycho-educational treatment, and limited cognitive rehabilitation.
