To develop, coordinate, and implement as needed behavioral health public messaging services such as, but not limited to: 3.1.1. Development of messaging campaigns and materials. 3.1.2. Raise awareness to resources for the public and inform individuals to seek help, support, and assistance. 3.1.3. Engage community stakeholders in the development of public messaging through feedback and input. 3.1.4. Broadcast information about available programs, treatments, services, and/or health plans 3.1.5. Conduct and implement health promotion, outreach, and education for behavioral health topics. 3.2. Outcome Objectives: Contractor shall achieve the following outcome objectives: 3.2.1. Program Management for Services: Contractor shall designate a Program Manager with appropriate experience in managing multi-media social marketing campaigns and capable of providing leadership, oversight, and coordination of day-to-day activities. The Program Manager shall work with the County on public messaging and media campaigns on services that include, but are not limited to: 3.2.1.1. graphic design, 3.2.1.2. photography and videography, 3.2.1.3. video production, 3.2.1.4. traditional media and out-of-home, 3.2.1.5. digital media, 3.2.1.6. public messaging and education, and 3.2.1.7. streaming audio and television. 3.2.2. Communications Plan: Contractor shall produce a Communications Plan for each as needed public messaging and media campaign for behavioral health messaging that includes supporting existing efforts to ensure there are no gaps in coverage. 3.2.3. Media Buys Action Plan: Contractor shall produce a Media Buys Action Plan for each media campaign. 3.2.4. Media Placements/Media Buys: Contractor shall implement media buys for each media campaign, followed by additional media buys as needed. 3.2.5. Website/Social Media Maintenance: Contractor shall be responsible for website, social media, and other digital messaging management and maintenance.
