The Consultant shall perform consultation, research, professional and technical services required for the California Department of Transportation (“Caltrans”) Headquarters (“HQ”) Water Quality Services, on an “as-needed” basis to support Caltrans, Division of Environmental Analysis, District 43. Specifically, the Consultant may assist Caltrans in: Best Management Practices (“BMP”) effectiveness, BMP evaluation, BMP development, and water quality monitoring services; Independent Quality Assurance (“IQA”) services for water quality compliance monitoring; stormwater guidelines, manuals, procedures, and specifications development support services; Caltrans Stormwater Management Plan (“SWMP”) and policies support services; and stormwater permits regulatory enforcement action support services, in relation to the following plan and federal, state, and local permits: i.
