a. The Consultant shall perform consultation, research, professional and technical services required for the California Department of Transportation (“Caltrans”) Headquarters (“HQ”) Water Quality Services, on an “as-needed” basis to support Caltrans, Division of Environmental Analysis, District 43. Specifically, the Consultant may assist Caltrans in: Best Management Practices (“BMP”) effectiveness, BMP evaluation, BMP development, and water quality monitoring services; Independent Quality Assurance (“IQA”) services for water quality compliance monitoring; stormwater guidelines, manuals, procedures, and specifications development support services; Caltrans Stormwater Management Plan (“SWMP”) and policies support services; and stormwater permits regulatory enforcement action support services, in relation to the following plan and federal, state, and local permits: i. NPDES Statewide Stormwater Permit and Waste Discharge Requirements for the California Department of Transportation (“Caltrans NPDES Permit”) (Order 2022-0033-DWQ) and Time Schedule (Order 2022-0089-DWQ). ii. State Water Resources Control Board (“SWRCB”) NPDES General Permit for Stormwater Discharges Associated with Construction and Land Disturbance Activities, also referred to as the Statewide Construction General Permit (“Statewide CGP”) (Order 2022-0057-DWQ). iii. NPDES Permit for Storm Water Discharges Associated with Construction Activity in the Lake Tahoe Hydrologic Unit, Counties of Alpine, El Dorado, and Placer (“Lake Tahoe CGP”) (Order R6T-2016-0010). iv. U.S. Environmental Protection Agency (“USEPA”) NPDES Construction General Permit (“USEPA CGP”). v. NPDES Industrial General Permit (“IGP”) (Order 2018-0028-DWQ), which is applicable to Caltrans vehicle repair and maintenance, fueling, and wash facilities as auxiliary functions of maintenance stations and equipment yards. vi. Permits and ordinances issued to and promulgated by municipalities, counties, drainage districts, and other local agencies regarding discharges of storm water and non-storm water to sewer systems, storm drain systems, or any watercourses under the jurisdiction of the above agencies.
