General This specification is to set up a one-time purchase agreement with a single vendor for the following: • 200 tons of cement • mixing the cement with native soil (provided by Public Works) at/near the jobsite (see Delivery Location) or deliver the soil cement mixture to the jobsite if the mixing is done off-site Minimum Requirements Vendor shall have at least 5 years of experience in slope stabilization related work and soil cement mixing. Need to provide one completed roadway soil cement mixing project for reference as part of the bid package. Material Specifications Cement – Portland Cement – type II, or as specified by the soils engineer, and shall comply with the latest specifications for Portland Cement (ASTM C150, CSA, A-5, or ASSHTO M85) - 2 - Water (provided by Public Works) – Shall be clear and free from injurious amounts of oil, acid, alkali, organic matter, or other deleterious substances. • shall contain not more than 1,000 parts per million (ppm) of chlorides as Cl or of sulfates as S03 • shall be sampled and tested in accordance with the requirements of AASHTO T26 or be from a potable source Native Soil (provided by Public Works) – Public Works staff will verify the quality of the soil and give the go ahead before the start of mixing activities. Soil Cement Mixture – The mixture shall have 5% of cement by volume. Contractor shall ensure the workability of the soil cement mixture for proper compaction. Each 1- foot soil cement lift will be compacted prior to the next delivery. Vendor shall work out the delivery timing with the rental-operator hired by Public Works or designated Public Works staffs assigned to do material compaction. Notes - the soil cement mixture will be tested by Public Works material labs for consistency. Public Works will indicate the mixing location if not at the job site. The mixing location shall be close to the job site for easy transport and to maintain the consistency of the mix quality. Vendor shall apply dust control method(s) to keep the site free of dust and other BMP measures. A job walk is required prior to the contract award/agreement.
