Contractor shall provide a certified Aircraft per DAFMAN 13-217, Drop Zone, Landing Zone, and Helicopter Landing Zone Operations and AFI 10-3503, Personnel Parachute Program, http://www.e-publishing.af.mil/Product-Index/, for up to 11 personnel for test parachuting operations. The Contractor shall be within 150 miles of Edwards Air Force Base and have a civilian drop zone that is surveyed and approved for military static-line and free fall parachute operations that can support the USAF Test Parachute Program's operations. The contractor must provide an owner-operated drop zone and aircraft, on site aircraft maintenance facilities and aircraft mechanics must be available, on-site FAA certified parachute riggers/packers available upon request for a fee, on-site vertical wind tunnel and on-site training facilities with air conditioning, padded flooring for packing of parachutes, and computers and televisions for training/debriefing purposes. The contractor must have both door and ramp capable aircraft available for both day and night parachute operations.
