The bidder must ensure the revision will include items within California Code of Regulations (CCR) Title 19, Division 5, Chapter 1, which sets the Hazardous Materials Inventory and Response Plans requirements. • Article 1 – Section 5010.3 – Pesticide Drift Exposure Incident • Article 2- Minimum Standards for Area Plans o Section 5020.1-5020.8 The bidder must ensure the revision will comply with Health and Safety Code Division 20, Chapter 6.95 • Section 25536.6 The bidder will revise the Area Plan to include the additional requirements outlined in AB1646. Include: • Community alert and notification • Critical facilities alert and notification • Availability of Refinery Risk Management Plan (RMP) to public • Mutual aid agreements with adjacent local jurisdictions regarding alerting and notification procedures, specifically related to a Refinery incident • CalOES Model MOU for Refinery Alert & Warning System The revision will be structured to follow the California Environmental Protection Agency (CalEPA) checklist.
