SCAG is seeking a consultant to provide planning and project management support for the development of the region’s mega-events focused Freight TDM Strategy and Implementation Plan. SCAG has a long track record of developing plans and programs that focus on many goods movement aspects, ranging from freight demand through major trade gateways, local/regional/national supply chain flows and characteristics, regional analysis of zero-emission medium- and heavy-duty truck infrastructure, or management of the implementation of near-zero and zero-emission vehicles and supporting infrastructure across the region. As a part of these major goods movement efforts, SCAG’s core focus moving forward will be on the continued development of comprehensive systems-level planning with the integration of the Zero-Emission Truck Infrastructure Study (ZETI) into the Comprehensive Sustainable Freight Plan (On the Move) and implementation management of clean technologies for freight through the Last Mile Freight Program (LMFP). Concurrent with these major planning and program efforts is the need to develop a first-of-class Freight Transportation Demand Management (TDM) Strategy and Implementation Plan to support the anticipated operational impacts that will be associated with the 2028 Summer Olympics and Paralympics (2028 Games). Traditionally, TDM Plans have focused on passenger-related operational components and strategies. Planning for these major special events presents a unique opportunity for SCAG to consider the changing freight environment with respect to state policies focused on industrial development, roadway capacity, and clean technologies, while also thinking about preparation and planning prior to and during the 2028 Games, which will be occurring during traditional peak freight cycles.
