1. Project Management a. Provide project management, invoices, schedule, etc. through the life of the project. 2. Prepare and Update Project Schedule a. The Consultant shall provide, within 30 days of notice to proceed, an initial project schedule in Microsoft Project. This schedule shall integrate the schedules for Design (50%, 90%, and Final drawings) and Bidding Phase. The project schedule shall identify the critical path activities and milestones throughout the design, bidding, and construction phase. The Project Schedule shall interface items such as: • District Review Periods • Meetings and Workshops • Design Phase Services • Bidding Phase Activities 3. Design Meetings a. Attend kick off meeting with District staff. b. Attend meetings in the field with District staff as needed for evaluation and design. c. Attend four meetings at EID’s El Dorado Hills Waste Water Treatment Plant (4619 Latrobe Road, El Dorado Hills, 95762) to review the Basis of Design Report, 50%, 90%, and Final design submittals. Consultant will prepare meeting agendas, conduct the meetings, prepare meeting minutes, responses to District comments, and maintain an issue log. Consultant will plan on each meeting lasting one to two hours. 4. Site Review, Potholing, Geotechnical, and Survey a. Consultant shall propose on all necessary survey to complete final design. The Consultant will coordinate with existing utilities to incorporate the location and depth of existing facilities and the proposed design. This includes potholes of at a minimum the tie-in locations and any other potholes necessary to complete the design. The Consultant must determine the amount of potholes necessary and retain a contractor able to perform the work. All potholes shall be included in the survey of the project. The Consultant is responsible for acquiring the necessary encroachment permit for potholing efforts including traffic control plans and submittal to El Dorado County for review and approval. The Consultant must perform all necessary geotechnical engineering studies to complete the pipeline installation. This includes all necessary subsurface exploration and associated testing. 5. Design Documents a. Basis of Design Report • Develop a Basis of Design Report for the purpose of confirming the force main replacement strategy. Include a narrative describing input parameters utilized, any modeling techniques, recommend alternatives that were considered, and plan for maintaining or abandoning existing force main. Report must also incorporate the sizing analysis technical memorandum provided in Exhibit D of this request for proposal. b. 50% Design • Develop 50% design plans. Plans will include all sheets needed for construction and will include, but not be limited to civil plans and typical details. These plans will have all necessary provisions to maintain operation of the existing force main and lift stations during all construction work. • Develop necessary technical specifications. • Develop a bid schedule, measurement and payment schedule, and descriptions of work. Schedules will be in Microsoft Project. • Prepare construction cost estimate. • Initial traffic control plans for submission to El Dorado County for an encroachment permit. c. 90% Design • Develop 90% design plans that will include all items in the 50% design plans and incorporate District comments. • Updated Specifications, including list of submittals. • Revised schedules. • Revised cost estimate. d. Final Design Plans • Develop final design plans that will include all items in the 90% design plans and incorporate District comments. • Updated Specifications, updated list of submittals. • Revised schedules. • Revised cost estimate. • Final traffic control plans for all work within El Dorado County rightof-way. • District staff will develop the front-end specifications Division 0 and 1 with the exception of the bid form, summary of work, and measurement and payment, which the consultant is responsible for providing. e. Develop a full biddable set of technical drawings. Drawings will be in AutoCAD and high-resolution PDF in 11x17 and 22x34 format.
