Task 1 - Project Management 1. Provide overall project management to ensure all tasks are fully completed and within the allocated budget and timeframe. This includes project meetings and workshops to coordinate with the City. 2. Per the federal mandate issued by the United States Environmental Protection Agency (U.S. EPA), the City of Tracy is required to develop an RRA defined by Section1433 (a) Section 2013 of the America’s Water Infrastructure Act (AWIA) and submit Certification Letter to the U.S. EPA upon their completion. Tracy’s population is between 50,000 to 99,999, and therefore submission to the U.S. EPA are required by December 31, 2025 for the RRA. The project timeline shall reflect this compliance dates. Task 2 - Data Collection 1. The Consultant is expected to understand the current regulations of the U.S. EPA. 2. The Consultant is expected to conduct the necessary investigation to obtain essential information required to update and revise, as necessary, the RRA that fully conforms with the AWIA requirements. 3. The City will provide all available records requested by the selected Consultant which will assist the Consultant in the review and update, as necessary, of the current RRA. 4. The City previously developed the following documents and are available to the selected consultant. Additional documents may be available upon request. a. 2020 Updated Water Master Plan b. City of Tracy Emergency Action Plan c. State of California Domestic Water Supply Permit d. 2020 RRA Task 3 – Risk and Resilience Assessment 1. The Consultant shall review and update, as necessary, the RRA for each system that satisfies the following requirements of Section 2013 of the AWIA, and any other subsequent updated requirements that the U.S. EPA shall provide for conducting the assessment. These requirements include: a. The risk to the system from malevolent acts and natural hazards; b. The resilience for the pipes and constructed conveyances, physical barriers, source water, water collection and intake, treatment, storage and distribution facilities, electronic, computer, or other automated systems (including the security of such systems) which are utilized by the system. c. The monitoring practices of the system d. The financial infrastructure of the system e. The use, storage, or handling of various chemicals by the system; and f. The operation and maintenance of the system 2. The Consultant shall submit an updated or revised RRA for each system, compliant with Section 2013 of the AWIA, to the City for review and approval. Upon City approval of the updated or revised RRA, the Consultant shall draft the Certification Letter for submittal to the U.S. EPA. The Consultant shall submit the draft RRA Certification Letter to the City for review. The Consultant shall be responsible for submitting the City-approved RRA Certification Letter to the U.S. EPA no later than December 31, 2025.
