A. Consultant services requested on a proposal may include, but are not limited to: 1. Reviewing the PES Form and supporting documentation 2. Consultation with Department, Caltrans or other agency staff 3. Reviewing engineering reports or other technical studies from the Department 4. Reviewing project permits 5. Identifying the components and requirements of a project 6. Advising the Department if the scope of work requested seems inaccurate, incomplete, or inadvisable for a Project 7. Conducting a site investigation to determine existing field conditions 8. Submitting a written proposal, including a scope of work, a not-to-exceed fee proposal, and a schedule 9. Land Use and Transportation Planning, including preparation of various studies, community and regional plan updates, truck route study, and land use application processing 10. Road Safety Planning 11. Climate Adaptation planning 12. California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documentation and preparation 13. Grant writing/preparation assistance B. Consultant services on a project may include, but are not necessarily limited to: 1. Preparation of the following technical reports/memos and NEPA and CEQA documents: a) Natural Environment Study (NES) / NES Minimal Impacts b) Biological Assessment c) Revegetation Plan d) Focused Plant or Animal Survey e) Habitat Assessment f) Wetland Delineation g) Arborist Evaluation h) Caltrans Floodplain Forms i) Noise Technical Memorandum j) Initial Site Assessment / Phase I Environmental Assessment k) Phase II Environmental Assessment l) Lead and Asbestos Testing m) Historic Property Survey Report n) Archaeological Survey Report o) Historic Resources Evaluation Report p) Finding of Effect q) Water Quality Assessment Memorandum/Report r) PES Form s) Initial Study / Mitigated Negative Declaration / Mitigation Monitoring and Reporting Program 2. Providing the following Preconstruction / Construction Related Services: a) Preconstruction Surveys, Worker Training, and On-call Construction Monitoring b) Swallow and/or Bat Exclusion Plan and/or Implementation 3. Providing the following Permit Assistance: a) Prepare, review and/or advise Department regarding regulatory agency permits
