1. Base Vehicle 1.1 2025 or newer Toyota RAV4 Prime AWD PHEV or County approved equal. 1.2 Ice Cap white paint or County approved equal. 1.3 Black fabric interior. 1.4 Front license plate bracket. 1.5 All-weather liner package. 1.6 Three (3) complete sets of fully programmed keys per vehicle for vehicle doors and ignition. 1.7 Three (3) complete sets of keys per vehicle for all keyed locks and equipment installed on each vehicle. 2. Outfitting Equipment 2.1 Provide and install an amber LED warning light, mounted so that the light is visible through the upper left (driver’s side) corner of the rear hatch window. Light to be a ECCO ED3779A or equal. Installer shall coordinate with County staff to determine the exact mounting location and the type of mounting after receipt of the first vehicle and prior to light installation. 2.2 The warning light shall be wired so that power is available with the ignition key on and off. Provide and install an illuminated rocker or toggle switch in a location convenient to the operator (switch or indicator light to be illuminated when the switch is in the “on” position). Use an in-line fuse for the light circuit, with the fuse located in a conspicuous, marked location (preferably near the battery). Installer shall coordinate with County staff to determine the exact mounting locations of the switch and in-line fuse after receipt of the first vehicle and prior to light installation. 3. General Requirements 3.1 Contractor shall register the vehicles in the state of California as exempt with the Department of Motor Vehicles (DMV) and provide a temporary license plate in accordance with California law. 3.2 DMV registration shall be made out to: County of San Diego, 5560 Overland Ave. Suite 410, San Diego, CA. 92123 3.3 Contractor shall provide updates to the Fleet Services Acquisitions Team with a status update 30, 60, 90, and 120 days after receipt of the purchase order or fully executed contract. 3.4 Contractor shall provide an actual delivery date within thirty (30) days after receipt of the purchase order or fully executed contract. Failure to provide accurate delivery dates within (30) days may result in termination. 3.5 Contractor agrees that a vehicle or equipment warranty shall not start until vehicle or equipment is assigned for use by a County of San Diego Department. Contractor shall not start the warranty of the vehicle or equipment upon delivery of the vessel, but upon confirmation of the assignment of vehicles or equipment. The County shall provide Contractor notification to start warranty on the vehicle once the vehicle is assigned. 3.6 If Contractor has any questions, comments, or concerns with the fulfillment of a purchase order or contract, send an email to DGSFleetAcquisitions@sdcounty.ca.gov. 3.7 All components shall be installed in a workmanlike manner. Wiring shall be neatly secured and covered or otherwise protected from heat, abrasion, and excessive vibration. All non-factory wiring to be secured and routed in a neat, professional manner, using split loom conduit of appropriate temperature rating for the location and conditions, or rigid conduit where necessary for protection (inside tool compartments or other places where wire could suffer impact or abrasion damage). Wiring shall not be routed through the inside of tubing used for racks or mounts, no exceptions. Wires shall be PVC-insulated stranded copper wire of adequate size for the maximum current load and run length. Wires shall be single continuous sections along their runs (splicing sections of wire together to complete runs not acceptable). Connections to be made using securely crimped or soldered fittings (ring connectors to terminal lugs/studs, etc.), with shrink tubing used as needed to properly seal connections. Connections to the chassis wiring harnesses shall be made at locations and with methods approved by the chassis manufacturer and chassis component manufacturers, as appropriate. Grommets or other isolation and protection devices shall be used when wiring, hoses, lines, etc. must be routed through panels, bulkheads, etc. Scotch-lok or similar connectors shall not be used, no exceptions. 3.8 Fasteners (nuts, bolts, screws, washers, etc.) shall be of the proper size and grade for the application in which they are used and shall have a rust-preventive coating (zinc or cadmium plating or comparable finish—paint or powdercoat not acceptable). Self-drilling sheet metal screws (“Tek” screws) shall not be used by the Contractor in the fabrication or installation of any items requested in this specification. Any work done using such screws will be rejected by the County and returned to the Contractor for repair at no cost to the County. Repair may require, but not be limited to, replacement of the non-conforming fasteners, replacement of components damaged using self-drilling screws, relocation of components, and/or other measures that the County deems necessary to correct the deficiency.
