Specifications include, but are not limited to: The Los Angeles County Chief Executive Office/Office of Emergency Management (CEO/OEM) is seeking an organization that can provide consulting and planning services with respect to the Los Angeles County Operational Area (OA). In addition, The Consulting Firm must have the expertise and the ability to produce a Los Angeles County Operational Area MOU/Agreement amongst the five Volunteer Centers and the Los Angeles County Operational Area In addition to the MOU/Agreement between Los Angeles County and the five Volunteer Centers, the Office of Emergency Management is also requesting that the Consultant produce a Los Angeles County Operational Area Spontaneous Response Plan that will include criteria and contingencies including, a disaster impacting a single city within the Operational Area, a disaster impacting multiple cities in a single Disaster Management Area, a disaster impacting two or more Disaster Management Area and a disaster impacting all of Los Angeles County The Consultant must be able to work in coordination with statewide efforts intended to establish standard protocols and responsibilities of Volunteer Centers in times of disaster. **Bidder Preregistration Required**
