The Santa Clara Valley Water District (District) desires to engage a consultant to assist in the redistricting process by preparing plans for seven new district boundaries that the District Board of Directors can consider and adopt via resolution in late 2011, well in advance of the County Registrar's deadline of May 2012 for submission of candidate plans, from which three directors will be elected (from the second, third, and fifth districts) during the November 2012 general election. The District is seeking a consultant with relevant experience in developing legislative districts evidenced through: 1) sources and analysis of population and demographic data; 2) knowledge of city, state and federal statutes and court decisions relative to legislative district boundaries and representation; and 3) graphics and reporting capabilities able to portray alternative redistricting proposals clearly and with minimum time required to respond to a Board-appointed redistricting committee's decisions.
