Specifications include, but are not limited to: San Bernardino County Department of Behavioral Health (DBH), which may also be referred to as the “County,” and their “County” partners: Children and Family Services (CFS), the Children and Families Commission of San Bernardino County (First 5 San Bernardino), Children’s Fund, Children’s Network and Preschool Services Department (PSD), is seeking proposals from interested and qualified organizations and agencies to provide a proposed plan for the provision of 0-5 Comprehensive Treatment service activities. This program will consist of the following two programs: (1) Screening, Assessment, Referral, and Treatment (SART) and (2) Early Identification and Intervention Services (EIIS). The SART program will provide services to children from birth up to their 7th birthday that are determined to need assessment and treatment related to severe mental health disorders that require specialty mental health services. Although SART may serve children until their 7th birthday, services must be initiated for clients prior to the 6th birthday. The EIIS program will provide services directed towards children, from birth to their 9th birthday, throughout San Bernardino County who are not eligible for services through SART and struggle with social-emotional disturbances or display developmental concerns that require less intensive, short-term mental health interventions. While the EIIS program does not have a specific age cut-off for when services must be initiated, it is expected that children will not be assessed for services so close to their 9th birthday that treatment is not possible. DBH is seeking Vendors to provide these services in the West Valley, East Valley, High Desert/Mountain and Eastern Desert regions of San Bernardino County as referenced in the 0-5 Comprehensive Treatment Geographic Service Regions (Attachment O). Vendors may propose to provide services for any or all of the regions. Proposed services will target children identified as unserved, underserved, or who have been referred to SART or EIIS programs via the Universal Screening Process. A vendor may submit a proposal for one or both of these programs.
