Description

The Work covered by the Contract Documents and any Work Order issued thereunder includes as-needed planned and/or emergency maintenance work for the District’s potable, recycled and sewer collection systems. Work sites are or will be located within public right-of-ways, paved roadways, unpaved roadways, sidewalks, and/or easements throughout the District’s service area, which includes the cities of Dublin, San Ramon, and Pleasanton. Additionally, the District serves federal lands, including Parks Reserve Forces Training Area (Camp Parks) and Federal Correctional Institution Dublin (FCI Dublin), and Alameda County property including Santa Rita Jail. Typical work to be performed under this Contract may include but is not limited to:

USA alert and locating of existing facilities;
Development of traffic control plans, and implementation of temporary traffic control devices and measures;
Saw-cutting of existing asphalt concrete pavement;
Trench excavation, backfill and compaction;
Temporary sheeting, shoring, and bracing, as required;
Load, off-haul and legal disposal of unsuitable and excess materials;
Repair, installation, modification and/or abandonment of potable, recycled and sewer mains, ranging between 4-inch and 20-inch in diameter;
Removal, handling and transportation of asbestos cement pipe;
Repair, installation, modification and/or abandonment of valves, blow-off assemblies, water service connections, air release and vacuum valves, and fire hydrants;
Repair, installation, modification and/or abandonment of sewer laterals and precast reinforced concrete sewer manholes;
Connection of new sewer mains to existing sewer manholes;
Dewatering of existing potable water and/or recycled water mains, including handling, temporary storage, treatment and/or disposal of any discharges;
Bypass pumping, including handling, temporary storage, treatment and/or disposal of any discharges;
Repair, installation, modification and/or abandonment of cathodic protection components for potable water, recycled water and/or sewer collection system infrastructure;
Adjustments of existing valve boxes and sewer manholes to grade;
Restoration of asphalt concrete pavement, traffic striping and pavement markers, and traffic loops;
Restoration of disturbed areas affected by the Work, including but not limited to fences, signs, trails, temporary staging areas, irrigation lines, private utilities, vegetation, trees, traffic medians, pedestrian sidewalks, and concrete curb and gutters; and
Final-clean up of work sites.

The work to be performed under the Contract Documents and any Work Order issued thereunder shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles needed to complete the work. It shall also include the furnishing of all transportation and services, including fuel, power, water, and essential communications, and for the performance of all labor, work, or other operations required for the fulfillment of the contract in strict accordance with the Contract Documents, Work Orders, and latest edition of the Dublin San Ramon Services District Standard Procedures, Specifications, and Drawings.

As-needed planned maintenance work, may include, but is not limited to the installation, replacement, rehabilitation, modification and/or abandonment of the following potable water, recycled water and sewer collection system infrastructure:

Gate and/or Butterfly Valves for Water and/or Recycled Water Mains
Blow-off Assemblies
Polyvinyl Chloride Water, Recycled Water and/or Sewer Main Piping
Ductile Iron Water, Recycled Water and/or Sewer Main Piping
High Density Polyethylene Water, Recycled Water and/or Sewer Main Piping
Vitrified Clay Sewer Main Piping
Circumferential Repair Clamps
Pipeline Fittings, including but not limited to tees, crosses, elbows, couplings, and adapters
Tapping Sleeves
Line Stops
Insertion Valves
Potable/Recycled Water Service Connections
Fire Hydrants
Air Release and Vacuum Valves
Valve Boxes
Lateral Sewer Service Connections
Sewer Manhole Frames and Covers
Cathodic Protection Systems

The District anticipates that there will be sufficient quantity of as-needed planned maintenance work such that the Contractor will need to dedicate a full-time crew during the term of the Contract.

The work under the Contract Documents and Work Orders issued thereunder also includes as-needed emergency maintenance work. When an as-needed emergency repair is required, the District contemplates that the Contractor will redirect its working crew, originally assigned to perform as-needed planned maintenance work, to address the work that had been previously in progress (or had been expected to commence). In such cases, the District acknowledges that a delay in the completion of the planned work will result, and will account this delay in the execution of the planned work. Whereas the exact quantity or frequency of such emergency repairs is unknown, the District anticipates that, on average, one (1) as-needed emergency repair may be required per week. Additional work crews and equipment may need to be mobilized, depending on scope of the emergency repair, the number of as-needed emergency repairs required at any given time, and the need to enact the repairs outside of normal business hours.

The Contractor agrees to respond to and commence the District’s request for as-needed emergency maintenance work within four (4) hours of notification, 24 hours per day, 7 days per week, including weekends and holidays. Reference is made to Section 01010-2.2, Repair Response Schedule for As-Needed Maintenance Work.

District resources will be made available to assist with shutdowns. In addition, as resources permit, the District may also provide labor, materials, and/or equipment to assist with work associated with this Contract. Contractor shall cooperate with the District and its contractors and/or agents to facilitate any work.
