The City is experiencing an increase in transient and homeless encampment activity that requires abatement. Accumulation of junk, trash, debris, and other related items are common. Additionally, the City would like to retain a consultant for cleanup services associated with removal of any junk accumulation that is subject to abatement under City Code Compliance enforcement action.
When the City has identified a transient encampment or junk accumulation subject to abatement action, City staff will conduct a site inspection with Consultant to determine estimation of cost and removal methods for the specific site. If a site inspection is not possible, City staff may provide aerial photos and images of items to be removed in order to facilitate an assessment of cost and method for the removal. Due to the legal and regulatory implications of this activity, the City will rely on the Consultant to provide expertise and documentation of abatement removal process.
