The Oceanside Small Craft Harbor District (OSCHD) is soliciting pre-qualifications for General Contractors for a forthcoming project on Electrical Submeter Installations within the Oceanside Harbor. It has been determined that General Contractors wishing to submit bids on the Electrical Submeter Installation project must be pre-qualified for the installation of electrical submeters. The project consists of the replacement of approximately 450 shore power pedestals with new, metered units, electrical upgrades and repairs, rewiring docks, and the integration of a remote utility metering system for meter tracking and billing purposes. Also, the OSCHD requires the hiring of local subcontractors whenever possible and practical as a condition for submitting a bid.
It is mandatory that all Contractors who intend to submit a bid, fully complete the attached pre-qualification questionnaire, provide all materials requested herein, and be approved by the OSCHD to be put on the final qualified Bidders List and be allowed to submit a bid for the work. Bids received from Contractors not on the final qualified Bidders List will be returned unopened by the City Clerk’s Office. No bid for this future project will be accepted from a Contractor that has failed to comply with these requirements.
Bid documents will only be provided to those firms placed on the final qualified Bidders List; completed Statements of Qualifications will be required for consideration by no later than 2:00 PM April 7, 2025.

Contractors are encouraged to submit a fully completed package as soon as possible, so that they may be notified of any omissions of information to be remedied, or to be notified their pre-qualification status well in advance of the bid advertisement for this project.
