Specifications include, but are not limited to: Provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives; Reduce dependency of needy families on government benefits by promoting job preparation, training, and employment; Prevent and reduce out-of-wedlock births; and Encourage the formation and maintenance of two-parent families The initiative may fund programs for the following purposes that include at a minimum but not limited to in-school and afterschool programs and summer programming curriculum: (1) A delivery model which includes assessment and analysis, family programs/activities, home visiting models designed with programs/activities that improve early child development. Incorporating community collaborations and school connections specifically designed to address early stages of development in children. (2) Programming that support early child development and education which includes a type of technical training assistance component. (3) Established partnership and collaborations with local area schools and community stakeholders.
