Specifications include, but are not limited to: The Contractor shall develop and maintain an Arkansas specific informational website for users who are potentially LIHWAP-eligible, including a screening feature for users to estimate their own eligibility for LIHWAP based on a chart giving income limits by household size. The website must serve as a source of user-friendly and easily understood information about LIHWAP to promote the program. The website and portal must allow users to choose Spanish or Marshallese as alternative languages. The web portal located on the website must provide an online application that may be submitted electronically. The Web Portal must inform users of documentation required with the LIHWAP application. The Web Portal must provide security checks for attachments uploaded to the system (i.e., malware/virus protection). The Web Portal must allow users to check their application status, amount of benefit, and when payment has been made.
