The City of Hot Springs is soliciting Statements of Qualifications and Performance Data from qualified consultants or firms to seek from a certified AICP (preferred) planning professional or planning firm to conduct a comprehensive analysis of Title 16, Chapter 4 – Subdivision Regulations of the Hot Springs Code of Ordinances. The selected consultant will recommend and prepare revisions that modernize the subdivision code to align with best practices, community goals, and applicable state statutes. The selected firms(s) will be expected to deliver the following scope of services to be considered: Review and analyze the current subdivision regulations (Title 14, Chapter 4) for clarity, consistency, and effectiveness, providing a formal written analysis. Evaluate alignment with the City’s Comprehensive Plan Forward Hot Springs 2040, Master Street Plan (under revision concurrently), Complete Streets Program, Green Infrastructure Plan. Identify conflicts or redundancies with related ordinances (e.g., drainage, utilities, zoning, floodplain management). Provide ongoing stakeholder engagement. Recommend updates that promote: Efficient land use and infrastructure development Environmental sustainability Housing diversity and affordability Streamlined administrative procedures Draft proposed revisions to the subdivision code in coordination with City staff. Present findings and recommendations to the Planning Commission and Board of Directors.
