The City of Hot Springs, Arkansas, is accepting bids for grass cutting, trash removal, boarding, and securing of twenty-three (23) properties on behalf of the Planning Department. The services required at each property are detailed in the line items tab. The following specifications describe the minimum requirements. Lot Clearing All sites shall be cleared of all grass, weeds, unmaintained hedges and bushes, tree limbs, small trees, brush, debris, trash, or other unsightly articles. All sites shall be cut to a height of 3" or less. All sites shall be cut and neatly trimmed along the streets and sidewalks. All sites shall be cut and neatly trimmed along the outside perimeters of all structures. All cultivated flower beds and or hedges shall be trimmed and maintained. All Formosa and other new growth undesirable trees shall be removed from the property. All sites shall be cut and trimmed along all fence lines to include vegetation growing in or on a fence. Time of Completion The Contractor shall initiate work within five (5) days following the issuance of the Proceed Order. The City retains the authority to modify a Proceed Order for any site where the owner willingly adheres to the stipulations of City Ordinance No. 6069 before the Contractor begins work. Should the City choose to modify a Proceed Order for one or more locations, it will notify the Contractor of such changes or a cancellation within a reasonable timeframe. The work will commence and proceed during regular business hours until its completion. All work shall be completed within ten (10) days of starting. Liquidated damages will be imposed on the Contractor and will be subtracted from the final payment at a rate of $100.00 for each day that extends beyond the specified completion date until the work is finalized. Both parties acknowledge that the liquidated damages amount is fair and does not constitute a penalty. Securing Structures All structures determined by the City to be open and vacant shall be secured. All openings shall be secured with one continuous piece of wood, OSB, or plywood, not less than 7/6” thick. All boards must be precisely cut to size and painted. The paint colors should either match or blend with the existing structure. All boards shall be attached using rust-resistant, self-tapping screws, not less than 3” long. If the installation is deemed unfeasible because of significant damage to the frame, window, door, or wall, or if the installation method outlined previously may cause further damage, sheeting must be applied over the exterior casing. This sheeting should fully cover the opening and extend at least 8" beyond the casing.
