Specifications include, but are not limited to: Research Design for the State of the Arts Report (SOAR II):Assessing the Health and Vitality of Arts and Culture in Ohio. The OAC is seeking proposals from qualified research organizations to assist its staff in the research design for its second State of the Arts Report (SOAR II). Offeror shall make recommendations for the implementation, analysis and reporting phases of SOAR II. . The SOAR II study will develop a set of indicators that measure the practice, dissemination and support of arts and culture as a part of everyday community life. It is currently thought that a majority of these indicators will be comparable across communities around the nation, recurrent over time, and generally cluster in three categories (Jackson, M.R., 2006. Cultural Vitality in Communities: Interpretation and Indicators. The Urban Institute.):1.Presence of opportunities to participate in the arts and culture 2.Forms of participation in the arts and culture 3. Ways in which the arts and culture are supported
