Specifications include, but are not limited to: 1. Cards must both be printed and shipped within 30 calendar days of approval of the project by the County.; 2. Cards must be made of card stock of weight and type appropriate for shipping.; 3. Quotes should include National Change of Address (NCOA) analysis of the addresses. The addresses subject to NCOA analysis will be provided to the Vendor via Microsoft Excel spreadsheet. The address information given back to the County after NCOA analysis must be via Microsoft Excel spreadsheet and must include the county of each recipient’s current mailing address.; 4. Depending on the project, the cards will take one of two forms: a. 4 ¼” X 6” postcard with a 2 1/8” X 5” micro-prefer tear out voter information card. b. 11” X 6” postcard with a 3 ½” X 5” micro-prefer tear out reply card.; 5. There will be between two and six versions of the card. Some versions will go out at a non-profit rate (domestic addresses shown to be good by NCOA) and some versions will go out at a metered first class rate (international addresses and domestic addresses shown to be bad by NCOA). The County has already obtained a non-profit permit.; 6. There will be printing on both sides of the cards, but for each version of the card variable data will only appear on one side.; 7. Prior to going forward with the project in its entirety, the County will need to see a sample of each version of the card. This will enable the County to test the bar code and get final approval from our contact at USPS.; 8. These mail pieces will all include unique “Code 3 of 9 Standard” barcodes that the County will need for the Vendor to generate during the print process. These barcodes will be based on each recipient’s voter ID number, which will also appear on each mail piece.; 9. The County will need the Vendor to generate the appropriate postal barcodes.; 10. The County will provide the following types of files: Excel for variable data, MS Publisher for card design, and PDF card samples
