Specifications include, but are not limited to: 1. Computer Aided Dispatch (CAD): A robust and reliable CAD System designed to support law enforcement and fire/EMS activities that fully integrates with other System application components and meets the functional requirements identified in this RFP. The CAD solution shall include real-time mapping, Automated Vehicle Location (AVL), and identified interfaces. The CAD configuration must address System redundancy factors and incorporate backup, failover and recovery solutions. Further, the solution must be scalable and allow for agencies to be added in the future. The following number of licenses are required: Total Number of Full-Access Workstations: 10 Average Concurrent Users: 5 View-Only Access: 6 The System must support a surge capacity that would allow the City to exceed any license count restrictions during major events. 2. Mobile Data Client (Mobile): A Mobile data client with real-time integrated mobile mapping and AVL functionality that provides situational awareness and incident management tools to field personnel. The Mobile application must be fully integrated with CAD and the LRMS software to ensure a seamless transition of information from incident management to report writing. The solution must also be uniquely configurable per discipline. The following number of licenses are required: FSPD – Total Number of Workstations: 112 FSPD – Average Concurrent Users: 30 FSFD – Total Number of Workstations: 20 FSFD – Average Concurrent Users: 16 The System must support a surge capacity that would allow the City to exceed any license count restrictions during major events. 3. Law Records Management System (LRMS): A fully integrated, Arkansas NIBRS (AR NIBRS) compliant RMS to perform a broad range of functionality as identified within this RFP. The System should be configurable by FSPD also have tools to assist with data integrity and accuracy. Users should be able to search and access external databases from a single query. The following number of licenses are required: Desktop – Total Number of Workstations: 130 Desktop – Average Concurrent Users: 100 Mobile – Total Number of Workstations: 40 Mobile – Average Concurrent Users: 15 The System must support a surge capacity that would allow the City to exceed any license count restrictions during major events. 4. Fire Records Management System (FRMS): A comprehensive FRMS application that provides the functionality identified within this RFP. The System should be fully compliant with all state and federal standards (e.g., NFIRS, NEMSIS) and provide for seamless integration throughout each module. Additionally, the solution should have advanced mobile functionality for all aspects of the solution and must be integrated with the CAD solution. The following number of licenses are required: Total Number of Workstations: 26 The System must support a surge capacity that would allow the City to exceed any license count restrictions during major events.
