Specifications include, but are not limited to: PUBLIC BIKE SHARE PROGRAM. Program Goals Launch a bike sharing program on or before May 2010. The system should be: o easily accessible to the public o financially sound, o expandable in subsequent years o capable of meeting negotiated performance standards The system should: o Have sufficient bikes at enough destinations to provide a viable and functional service. o Shift motor vehicle trips by residents, employees and visitors to bicycle trips to reduce congestion, vehicle miles of travel, and emissions o Create new bicycle users, including commuters and recreational riders. o Integrate with transit through beginning‐of‐trip and end‐of‐trip bicycle access and serve as "final mile" transportation to encourage regional transit trips. o Expand community partnerships in support of bicycling as an active fun and convenient transportation mode. o Ensure that the service is capable of operating independently with minimal long‐term public investment. o Provide an additional green transit mode and promote green business in the city of Boulder.
