Specifications include, but are not limited to: The EM&V Consultant shall assist in the preparation ofthe following, as required: a. The development of draft and final versions of the proposed EM&V rules reflecting input of the partiesthrough the collaborative work sessions.b. A written report or testimony to accompany the proposed EM&V Rule changes that shall summarizethe discussions during the collaborative worksessions as well as any dissenting views expressed by the parties. c. An oral presentation or testimony to the Commission addressing the recommended EM&V rule changes and responding to questions from the Commissioners may be required. Review and conduct analysis of any filing; research the regulatory treatment and precedent regarding issues in the context of both state and federal jurisdictions including, but not limited to, Arkansas utility-initiated filings and similar filings made in other states; develop policy positions, in consultation with Staff, consistent with research results, statutes, and regulatory practice; develop detailed analysis of the likely results of the proposedpolicy positions including quantifying the customer impact, if possible; analyze and evaluate energy issues that may impact Arkansas rate payers that are pending in any state or federal proceedings, including the Congress and the Arkansas General Assembly,and the responses of other parties in those proceedings;·prepare written reports;·participate in settlement or collaborative discussions;·participate in on-site meetings, conferences, proceedings, orhearings as required;·as requested, provide policy recommendations regarding stateinitiatives, including those resulting from federal activity; and·provide other policy analysis as requested. The EM&V Consultant shall provide a narrativedescription summarizing the expected activity, with a description of theanalysis, comments, reports, and participation that the EM&VConsultant expects to provide pertaining to that activity or project. Preliminary Work Plan  For each project, the EM&V Consultant shallprovide a preliminary work plan, consisting of detailed descriptions ofeach task involved in the project, resources assigned to the tasks andtime schedules for task completion. The task descriptions should be insufficient depth to afford a thorough understanding of the proposedwork plan. This should include a description of the performancemeasurement techniques, data sources, and analytical methods to beemployed by the EM&V Consultant
