Specifications include, but are not limited to: A. Alarm Monitoring: 1. National Park College has 29 buildings and some unoccupied storage buildings with alarm pads. One building is located off campus located at 2223 Albert Pike, Hot Springs, AR. 2. Selected Vendor shall remotely monitor activity of all alarms and monitors continually (24/7). 3. Selected Vendor shall notify appropriate personnel upon activation of an alarm(s), even during times when campus is closed. 4. Alarm pads include: fire pads, security pads, panic buttons, window and door contacts, and motion sensors. 5. Selected Vendor shall: a. Service security and fire monitoring equipment b. Specifies, replaces and installs alarm/monitoring equipment c. Field tests panic buttons monthly d. Field test fire monitors per NFPA e. Test elevator call stations f. Maintain all test records g. Provide copies of said test records to NPC 6. NOTE: NPC pays for new equipment but servicing and installation shall be responsibility of selected alarm monitoring vendor. B. Security Officer Personnel: 1. Vendor shall employ or hire personnel that are trained as security officers and can meet State security officer certification requirements. Vendor employees shall be considered employees of the vendor and in no manner an employee, agent, or representative of NPC in carrying out the services. 2. Security personnel shall be used during evening and weekend hours as dictated by NPC. NPC may opt to request security personnel for standard work hours or special events. 3. Security personnel shall respond to alarms, even when campus is closed. Security personnel shall meet with appropriate personnel or organizations (e.g. county deputies) when an alarm is reported. 4. Security personnel shall treat any and all individuals on NPC property in a non-discriminatory manner. 5. Security personnel’s primary responsibility shall be to provide security throughout complex and its exterior grounds. Security officer specific duties are to provide access control and to patrol the interior and exterior portions of NPC. 6. Security personnel shall respond to happenings and events when notified by NPC personnel, by the public, by alarm monitoring vendor, or when personally witnessing. Security personnel shall also assist in other undefined areas when called upon by NPC personnel. 7. Security officers are to always be visible and create a visible security atmosphere. 8. Other duties will arise from time to time that could fall under the security officer responsibilities. Procedures will have to change from time to time to accommodate specific situations. 9. Security personnel in the normal course of their duties will be armed; all security officers will be registered with the Arkansas State Police and meet or exceed training requirements. 10. Vendor shall carry liability insurance for all employees performing security duties at NPC. Liability insurance shall be at Vendor’s expense. 11. Vendor shall be fully responsible for all acts or actions on the part of its security officers, employees, agents, or representatives performing services for NPC. 12. Details of duties shall be discussed with NPC and agreed upon prior to award.
