Specifications include, but are not limited to: The purpose of this RFP is to secure qualified chartered flight services for the UCA Football team.; 1) Aircraft must meet or exceed all Federal Aviation Administration (FAA) Regulations, Standards and Requirements for Safe Air Transportation Services. Include Safety Record in Response. 2) The pilot and co-pilot must be fully capable to operate the plane, and must be fully licensed to operate in the pilot and co-pilot capacity, respectively. Both the pilot and co-pilot shall have sufficient flight hours necessary to pilot the aircraft. 3) The contractor is responsible for maintenance of the aircraft in accordance with all applicable regulations for all pre-flight, flight, and post-flight operations, including but not limited to the performance of every act, duty, and responsibility required by law or regulation of any regulatory authority having jurisdiction over the operation of each flight and the aircraft; 4) Football Capacity: Aircraft with passenger capacity of 135 seats and must be able to accommodate travel party, luggage and select medical and team equipment if necessary (Boeing 737-700 or similar aircraft). Football team consists of approximately 135 travelers. 5) Aircraft Handling involving passenger check-in, baggage boarding and all security screening and inspections. Contractor responsible for insuring the bags are properly transferred to/from the team bus. 6) Estimated times of departure are subject to change resulting from game time changes, weather, etc. Include On Time Record in response. 7) Availability of aircraft will be verified in writing and included in the RFP response or proposal will not be considered. 8) Pricing will include all costs associated with a trip including all equipment, pilots, services, insurance, flight personnel, snack and in flight beverage service, ground handling, fuel, landing fees, airport fees, other fees, and any other expense for the trip. 9) If a fuel surcharge or any reasonable expenses, such as deicing, are submitted by the contractor, the contractor must provide public documentation of the expenses that the was paid. 10) UCA requests a fuel base of $5.00. UCA will be refunded the difference if the fuel price is less than $5.00/gallon based on current fuel pricing as each destination. 11) In the event of mechanical malfunctions or breakdown, the contractor will be responsible for providing replacement aircraft within a reasonable time frame of the scheduled departure time ensuring UCA arrives at the scheduled event on time and return as scheduled. The cost of the replacement transportation, all mechanical repairs due to the breakdown will be the contractor's responsibility. All FAA regulations will be complied with in case of delays or mechanical failures. State the minimum time in which a replacement aircraft can be provided within Proposal. 12) In the event contractor fails to furnish the contracted services for the scheduled games as specified in this proposal document, UCA will make a reasonable purchase in substitution of those arrangements due from the initial proposer and will recover from contractor the difference between the cost of the substitute services and the contractor’s original contract price, including an administrative cost of $1,000.00 for the required re-purchase action, and liquidated damages equal to any difference due above the cost of original charter. 13) Contractor will state in days, when the last change in schedule can be made. 14) Contractor will identify if flights require refueling stops and proposed locations.
